To properly sing in the whistle register you use neither the chest or mixed voice.
Those who tend to use the chest voice could develop a scratchy or horsed voice which can then lead to permanent damage.
I learned to sing from low tenor to soprano 2nd by using my mixed voice for at least 4 weeks to create a whistle by then using my superhead voice.
It is a voice that comes mostly from the head, and not so much from a struggled lung and vocal cord.
